Introduction: Iran is experiencing the process of industrialization quickly and exposed to chemical hazards. The statistics of chemical accidents have been increased in the recent years in Iran. In June and August 2015, three large explosions and releases of toxic vapors happened at chemical warehouses in Ray, Tehran province, in Iran. The aim of this article is reviewing the lesson learned of occurred chemical accidents with the approach of mitigating them according the core capacities of International Health Regulations (IHR) Methods: Using Secondary data and field visiting were the methods of collecting data in this study. Secondary data were related to the inspection checklists of Ministry of Health. Also, the important industrial zone of Ray, Kahrizak district was selected for adopting the core capacities of IHR with the existing capacity in the industrial and residential areas . Results: Some weak points observed in core capacities of IHR to health hazards in the research area. The main challenges for mitigating the impacts of chemical incidents come back to the lack of effective surveillance system for chemical accidents and lowlevel of safety in chemical plants and warehouses. The other main weaknesses involve the lack of residents’ awareness about the hazards of chemicals and not equipped health center for the victim management of chemical accidents .Conclusion: The research area is not prepared against to chemical accidents both in industrial and residential areas. Further studies of human vulnerability are needed for improving the weakness points and providing the essential capacities according to International Health Regulation.
