In the developing countries, water resources are a constraint to development, which is why water management strategies and policies are affected by drivers outside the water domain. So, effective planning needs to pay great attention to vulnerable areas for recognizing weak ring of chain of water resources. Vulnerability assessment of a basin to lack of water resources is a crucial tool which helps water managers and planners to achieve a broad view for making policies and decisions. In this paper, Fussel’s conceptual framework of vulnerability has been applied to analyze vulnerability of Karoon basin to drought. Also, Crop production has been determined as attribute of concern. For this consideration, seven factors have been specified that two of them consider the socioeconomic vulnerability and the others have been used to think about biophysical vulnerability. Results show that Izeh and Masjedsolaiman are more vulnerable in association with socioeconomic vulnerability, whereas main areas for biophysical vulnerability are Abadan and Khoramshahr. Depend on importance of surface water, main reason of vulnerability in Karoon basin is water quality and Abadan, Khoramshahr and Ahvaz have high vulnerability to drought. Also, in the drought period this basin becomes more susceptible to damage from other hazards like oil spill and dust storm. Moreover, nonintegrated operating systems in dam operation and conflicts of national and regional policies cause more challenges that make basin vulnerable to drought.
