Crisis Management by Calculating Earned Value

Earthquake is an inevitable reality; therefore, human beings have to get themselves adapted with it. Experience has shown that most of the damages resulted from earthquakes take place after they happen. Fire and various diseases are of short-term damages, and educational gaps or long-lasting mental impressions are of the long-term ones. The main reason for these short-term damages is the lifeline destruction, such as water and recently wastewater networks, during earthquake and/or after it. To avoid these sorts of shortcomings, we are compelled to retrofit the existing networks. Besides, with these progresses in crisis management systems in our country, the necessity of preventive revamping is obvious. This paper aims at retrofitting economical considerations, its earned value, and on the other hand establishing different optimal methods of managing retrofitting projects.
