چکیده مقاله:

The security of the Persian Gulf region must rest in the final analysis on a stable intra- regional balance of power based on indigenous power realities and an accommodation to these realities by the states in the region. To the extent that foreign military forces are deployed in the region for the purpose of influencing this balance to serve the interests of extra - regional powers, the achievement of a stable indigenous regional balance is impeded. Even before the U.S. occupation of Iraq and Afghanistan, the deployment of the U.S. Fifth Fleet in the Persian Gulf Region, with its base in Bahrain, and of the U.S. Air Force, with its base in Qatar, have been destabilizing in the context of the confrontational U.S. posture toward Iran, the preeminent state in the region. The introduction of U.S. forces into Iraq and Afghanistan, with no dates for their exit in sight, accompanied by the development of 14 permanent U.S. bases in Iraq and 15 in Afghanistan, have further impeded the growh of an indigenous balance of power in the Persian Gulf region.
