How can EPC contract facilitate and being benefited for project stakeholders

During last decade most petrochemical projects faced delays in completion due to contract and contractor problems. Therefore was decided to look into contract and contractor issues particularly in STPC project. The main purpose of this article is to analyze mentioned problems regarding to two contexts. Consequently, proposing the ways to solve the problems in order to prevent future s repeat. This article shows that how lack of integration between different phases of project (basic engineering, detail engineering and construction) can affect on project aspects including time, cost and quality. Since EPC contract can eliminate these shortages and would facilitate project execution through transferring risks to contractor, it is very important for project stakeholder to choose EPC or EPCC contract. The results taken from STPC surveying from both contract reviewing and construction experiences shows that poor contract concurrent with unqualified contractors led to prolong STPC project. Low quality of material and equipment due to less considering to inspection in most STPC s contract affected on time schedule and project life cycle. Lack of sufficient and strong provisions regarding to inspection, contractor performance guarantee, penalties, payment, equipment delivery schedule, Spare parts, supervising and training led to slowly project completion. Unsuccessful choice of well contractor also led to delays and project costs increasing in STPC project. It shows that contractor selection as much as strong contract provisions has major importance in any project. There are beliefs that the project with qualified contractor and moderate provisions contract can be more successful than weak contractor with very strong contract provisions. Therefore the situation of different contractors in STPC project is analyzed and compared their performance to each other. The article concludes that qualification based selection of contractors as well well-adjusted contract provisions related to guarantees, inspection, supervising, training, spare parts and equipment delivery schedule best serves the needs of the construction project in Iran.
