Today, with the advent of technology, we see that diverse products are being marketed to meet the needs ofcustomers and their gratification, including the defense needs of each country. Therefore, we see a growing numberof project-centric organizations, whose prominent feature is the provision of new products and services in the formof a project, hence the process of project management in such organizations has become the process of projectportfolio management. The project portfolio management is complex and difficult; therefore, accurate planning isnot only impossible with the challenge of modelling, but it is also virtually impossible to achieve a proper solution atan acceptable resolution time. This challenge is also observed in the developed software for managein the projectportfolio, which instead of solving the complex problem, prioritizes the projects in the organization portfolio basedon which budgeting, scheduling and allocation of the resources of the organization’s projects are carried out.According to the above, prioritization of research projects in organizations is of paramount importance. Therefore, itis necessary to present a model that can examine the various factors affecting the prioritization of the projects andbenefit from the organization’s experts and elite views. It is also one of the needs of many organizations. In thisarticle, first, by reviewing the literature we become familiar with the oncepts and research done in this area and then,by referring to the related literature and benefiting from elite and experts views of the organization, the relevantindicators in the field of research projects evaluation and prioritization of the organization for complex products areidentified. Accordingly, by evaluating these indicators in the organization, an expert model is presented based on theanalytical hierarchy process in which prioritizing and ranking of the research projects to optimally allocate financialresourcs and investment and to focus on more important projects are done that are in harmony with theorganization;s policies and strategies..
