Pre-qualification is major process in developing the construction projectsector in Iraq as the owners/clients save the time, cost, quality and efforts bychoosing efficiency contractors to execute their construction projects upontheir requirements (owner) as well as saving the contractors from beingawarded work they are incapable of doing it. This research aims toinvestigation the existing pre-qualification practices in the constructionproject in governmental ministries and provinces and setting prequalificationcriteria. This research has been conducted through practicalstudy and literature review of the subjected related from pre-qualificationprocess, followed by a field survey. This consisted of one questionnairewhich includes tow part. General information about respondents and theFactors Influencing on the Pre-qualification Process have been obtained.Factors were divided in to Main and Sub Main Criteria, the data wereanalysed by relative important index method (RII) to rank those Criteria.The results showed the high importance of the adopted pre-qualificationcriteria of the contractors Based on (RII). The criteria include financialstability, technical expertise and contractor companies on black list, pastperformance, reputation of contractor and management ability of theCompany. Others criteria was discussed in this research including factorswhich are considered to have low relatively such as claims and contractualdisputes, final account, resource staff and plant, health and safety, qualitycontrol and quality assurance, and delays in the receipt of work becausethere are defects.
