چکیده مقاله:

In recent times the responsibilities and function of the governments have tremendously increased almost everywhere in the world, leading to the need for more and more government personnel. In most countries favorable results from the administration are not obtained in spite of the increase in the number of civil servants. This is precisely because the principle and methods of personnel management are not properly put into practice. Iran is not an exception to this. In the government services training is the process of developing skills, habits, knowledge and attitudes in employees for the purpose of increasing the effectiveness of employees in their present government positions. Rapidly changing aspects of society and increasing complexity of modern life create many difficulties in the functioning of the government and administration. In order to match itself with the dynamic environment and to the catch the rapidly changing techniques, the government has to arrange training programs not only of the new recruits but also for those who are already in service.The present administrative set up of Iran is almost the same, which was established after the enactment of the Second Employment law. It is felt necessary to study as to whether the civil service administration has been able to meet with the new developments in Iran.This new task of the training of civil services has become more and more complex as it is required to control the conditions and environment of the administrative machinery. It is, therefore decided to undertake the study of Iran’s administrative system, which will help us in understanding the working of civil service administration of Iran.
