Governments undertake the functions of sustaining security, welfare and meeting the needs of the nation- generally known as public service- for the submission of power from the nation. On the contrary, irrespective of public service different groups of society such as children, the youth, workers and women, etc also have specific functions originating from special rights and specific to that group of society.
