POST-QUAKE TEMPORARY SETTLEMENT: SOME EXPERIENCES FROM IRAN

This paper is about post-quake temporary settlement in Iran in two recent experiences, Bam Earthquake (2003) and Silakhor Earthquake (2005). Temporary settlement phase that is called transitional phase too, is a medium between emergency phase and reconstruction. Considering the importance of post-quake housing in different phases, the temporary/transitional housing could accelerate or hinder the pace of reconstruction. In two case studies different approaches have been adopted for temporary settlement by authorities. In Bam experience considering the event damages, tents and prefabricated houses were considered as housing, while in case of Silakhor it was decided to eliminate the temporary settlement phase to accelerate reconstruction. Based on these two experiences the temporary settlement could not be eliminated and even so, the life transits between emergency phase and reconstruction. Therefore it is better to address temporary phase in proper ways and avoid emergency housing or eliminating temporary houses.
