Investment in the industrial sector, as well as in the carpet industry, can have a positive impact on production. As in the Qajar era, Mirza Hussein Khan (the minister of Nasir al-Din Shah), with regard to the backward economy, has been trying to attract British capital to build railroads and other economic programs. He believed that in order to protect Iran and its progress, it was necessary to seek help from Great Britain as much as possible. Although his efforts were useless, because in Iranian opinion British cooperation with Iran meant their complicity with Russia to suppress Iran. Considering the thought made about the existence of foreign investors during the Qajar dynasty (especially the presence of the British) in the production and trade of handmade carpets, which in some written sources, it is called colonialism and exploitation, this research seeks out a number of historical documents to come up with a different look at this issue of international relations. At the end, the status of the handmade carpet, which after extricating it from the domination of foreign countries, or its better to say is private companies, and handing over the management of this art-industry to the government. This research is descriptive-analytical and has been compiled through a library (documentary).
