Human resources are the most important capital and competitive advantage of each organization and undoubtedly the development of human resources is one of the most central processes in human resource management. The development of human resources in each organization requires a specific strategy and strategy. The main objective of the present research is to formulate and plan the development of human resources in Tehran Municipality with the approach of increasing sustainable sources through descriptive -analytical method. First, the importance of human resources in organizations was examined and then the patterns, elements and process of human resource planning in the municipality of Tehran were investigated. Finally, the strategies of human resource development planning of the municipality of Tehran with the approach of increasing sustainable financial resources in this organization was paid. The results of the research show that different organizations from the daily routine and agenda in the field of human resources are required to move towards the planning of human resources, and it is not possible to reach this point at once, and its background and prerequisites need to be provided because attention Prerequisites for human resource planning are more important than planning itself. These prerequisites are structural pre-requisites, cultural prerequisites, and human prerequisites.
