njs paper fbcuses on the partitioning of' netlists by mean of power reduction.the given netlists are partitioned based on two cost hnctions: cut- size and off- block switching activity . In addition to these two partitioning schen~es, tue implemented a method which considers both cut-size and switching actirip. We implemented these partitioning methods on ISCAS'85 benchmark cirarits and investigated the effect of switcl~inga ctivity on the cut-size.
