خلاصه مقاله:
The paper discusses the roles of public employment services (PES) on the labor market in Europe considering modern challenges which impose the need of raising quality and effectiveness of work. Being employers by themselves, public employment services require the application of new approaches and instruments in managementregarding human resources. Current study is focused on development of training programs and competences in PES presenting the results froman investigation in Bulgarian employment agency. The identification of main competences and their definition is followed by elaboration ofdifferent types of training programs oriented to motivation and career development. Recommendations are given regarding the way of change and optimization of work targeted to increase in effectiveness of functioning and impact on the labor market
