Despite good prevention and preparedness strategies and activities, disasters still occur, as risks cannot be totally excluded. It is therefore of utmost importance to respond quickly and professionally to a disastrous situation to limit subsequent additional damages. The first and emerging impact of any disaster, be them of natural or man-made origin, is felt at local level. Only a limited number of people might be professionally trained at local level. Professional support from other communities will need time to arrive. Initial response at local level is therefore key. The more it is important that local people know how to react in such situations. Large-scale disasters have an impact far beyond local limits. Response from district, province, national, or even international level will be required to cope with the disaster. To be effective, such multi-level interventions with pre-existent command and control structures, relaying on subsidiarity. Based on a disastrous fire in a chemical plant in 1986, the catastrophic avalanche winter and wind storm in 1999, and a flood event in 2005 some experiences in Switzerland and needs for improvement at local, cantonal, and national level are discussed
