Natural disasters, such as earthquakes, tsunamis and hurricanes, cause devastating harm each year all over the world. This paper aims to present an integrated mathematical model for minimizing cost to manage natural disasters.In this study, we try to provide a new mixed integer mathematical model based on quality-cost concept which includes preventive costs and the disaster response costs. Former researches did not consider quality concept while the role of quality is significant. For validating of this model, we solved this model by GAMS software.
