Congestion is the main source and cause of travel time variations in urban road networks. In this paper, a probability distribution of travel time in congested urban road network is obtained as function of recurrent traffic congestion. In the other words, travel time on a network of arterial roads (perhaps includes short links) are obtained by means of computing sojourn times in network queuing theory. Taking into account the positive correlation between travel times of adjacent links in each intersection is the main advantage of this paper. In this model, the uncertainty of travel demand as the main source of congestion and how demands spread on network as the main reasons of travel time randomness are considered. The accuracy of the developed method was evaluated using the travel time data obtained from micro-simulation experiments.
