In today's world, advances in communication technology and the digital economy, have led to a sharp increase in demand of IT services. One of the services that governments are most focused on is the internet service, which can be provided through various platforms. Fiber Optic Technology owing to its cost-effectiveness, high capacity and high reliability compared to other technologies has received much attention. On the other hand, this technology is severely threatened by dangers such as natural disasters. Due to the reported bugs in fiber optic technology, we need to increase the reliability and survivability in the network. Thus, in this study, design of fiber optic network with two-connected topology has been considered in order to create a stable connection. The proposed model is presented in the form of two objectives of minimizing network design costs and minimizing unreliability. The cost of creating a fiber optic route between two vertices is considered as uncertainty parameter. A fuzzy mathematical programming approach has been applied to deal with the uncertainty in the proposed model. Given that the proposed model has two objectives and its complexity has been proven, NSGA-II and MOPSO algorithms have been developed to solve it. Finally, using the real data of the Telecommunication Infrastructure Company, the validation of the presented algorithms has been done.
