Tourism establishment in form of "tourism organization" and its contribution in the development of countries tourism is one of the most substantial subjects which must be taken into account. According to many researches, most successful countries in tourism domain have adopted a structure that has gone beyond the executive role of the government and delegated this role to the private and semi-private sectors. The body of government is downsized, and the government conducts its supervision, coordination and policy-making tasks. These systems, tourism offices for tourism purposes, play a prominent role in the implementation of programs in this field, and the most important role of the government in the field of implementation is to promote and promote the country in the form of marketing and publicity programs. An examination of Iran's tourism structure also shows that, unlike those countries, the body of tourism agencies in the country is very large, and the government performs all the roles of the public and even the private sector alone. Various tourism studies showed the influence of the institutional environment on different types of tourism organizations. There is evidence that different sources of institutional pressures affect different levels of organizational behavior.The present research evaluates the effect of institutional arrangements on tourism management based on content validity in statistical point of view using the CVR index. In the qualitative assessment of the content, the researcher asks the experts to provide the necessary feedback on the instrument. In this paper, the questionnaire was distributed among 10 experts whose CVR is 0.845 and the questionnaire validity was confirmed by the experts. As results showed, all the research hypotheses were accepted.
